To me, Justice delayed is Justice denied. If a crime takes place, few things needs to be taken care of.
First and most important, dont play politics over it.
2nd: Please dont harass and blame the victim.
3rd: Catch the accused as soon as possible and follow up the case with top priority. The accused should be punished in the minimum time possible with the harshest punishment. If possible amend the law to bring in harsher punishment. Though the Indian Penal Code doesnt allows it, but in personal opinion it should be left to the victim how she wants him to be punished. Ultimately she is the one who has suffered.
4th: There should be no minimum age for the accused. There should be nothing called juvenile. If a person is capable of committing such a crime, whats the point of treating him a kid.
5th: Awareness. There are many cases which go unreported. Teach the girls that they need to raise their voice against this crime.
6th: Educate. If the girls the educated, they will be empowered. They will feel confident. They will rise to the challenges of the society. They need not be dependent on their male counterpart (Husband, etc) for their living.
