Deputy Director General of the International Organization for Migration (IOM) from 1999 to 2009 structure in which she has devoted much of her energy and skills to educate and assist developing countries in their search for better managing and controlling the migration phenomena. Pr. Ndiaye also contributed to the construction and visibility of the links between migration and development, and the integration of migration into public policies to fight poverty. The Migration for Development in Africa (MIDA) IOM was established and formulated within this framework.

Minister of Social Development of the Republic of Senegal and Minister for Women, Children and Family from 1987 to 1995, Pr. Ndiaye played an important role in managing the conflict between Senegal and Mauritania in 1989 and in the development of safety roads between the two sides of the Senegal River for the displaced population from Saint Louis to Tambacounda.
